No local authority is immune to the challenges created by cuts in treasury funding and the growing demand for public
services. A report from the Local Government Association finds that, by 2019/20, councils are likely to face a funding gap of £16.5 billion a year. This represents a 29% shortfall between revenue and spending pressures.
How can local authorities find a way to deliver the high-quality local services that underpin vibrant communities?
There are three types of council assets which hold enormous potential in helping local authorities become better places where business want to base themselves and where people want to live:

3.     Employees and their skills
