The Mayor of London has today launched a consultation into London's first long-term infrastructure plan; 'London 2050, Bigger and Better'. The consultation on the proposals will run for three months before a report is published in early 2015.


The plan's scope covers all areas of infrastructure and aims to address the following questions:


- What infrastructure will we need?


- Where will it go?


- How will it be delivered?


- How will it be paid for?


The plan sets out the infrastructure requirements for the capital, highlights of which include 1.5 million new homes, a 70% increase in public transport capacity and an additional 9,000ha of accessible green space. Three options are provided for the location of development, based on three different models of growth. A new infrastructure board will lead on how the infrastructure is delivered. The plan calls for new funding streams, as the required changes would require a doubling in expenditure based on current levels.


The consultation document is accompanied by a handy 'guide' document and feedback is required, via a standardised questionnaire which can be found via the following link:

A UAE Market Update

The UAE has experienced a shifting momentum of activity over the past decade with 2009 onwards being difficult years for the market. After a timid 2013, the market is finally showing real signs of recovery and prospective growth suggesting that the construction market will remain strong this year.
The construction sector appears to be returning to near full-capacity, with a number of major megaprojects in the pipeline and the ramping up of social infrastructure spend.  The UAE’s construction sector remains dominated by the emirate of Abu Dhabi and Dubai as both cities are the country’s key drivers. Whilst Dubai’s real estate market is looking stronger and more sustainable, Abu Dhabi’s market has remained stable through the first and second quarters of 2014.  However, a growing pipeline of projects in the capital may increase construction spend in the latter half of 2014 and early 2015.
Construction inflation of which materials comprise one key component has been relatively stable in the first half of the year; however, we are expecting this to change in the second half of the year with single digit increases continuing through 2015. The concerns from contractors is realistic looking forward, however it is important to understand that the market is changing from a period of negative to low inflation over the last few years to a period of moderate increase and hence the concerns around the transition are inevitable.
We have witnessed an increased number of projects being re-energized due to funding being re-evaluated, and there are a number of large developments both within the property and infrastructure sectors, which are due to be awarded this year.
As the construction industry soaks up resources with the increase in workload, both labour and materials logistics supply become challenges that need to be handled. The UAE market has the benefit of a having a more developed infrastructure for both labour resources and materials handling and will see this fully exploited in the coming years. Furthermore, health and safety, welfare and human rights issues are increasingly being considered as the profile of the development grows; hence, we advise clients to consider the matter and relook at their own social responsibility and reputational risks.
The volume of announced and planned projects in the UAE in 2014 is expected to be valued at US$ 315 billion, and as of May 2014, US$ 212 billion worth of construction projects are currently under construction. Looking ahead, 2014 is expected to be the year in which the UAE’s construction industry returns to solid growth.

Michael Gove's move - what does it mean for the sector?

The move of Michael Gove is a shock.  There had been speculation about his future in Education but no commentators went as far as predicting that he would move. The surprise expressed by Michael Wilshaw evidences that his move had not been trailed or perhaps prepared for.  Whilst as many people hated him as loved him there is no doubt that he was a consistent agent of change and everyone understood that he firmly believed in what he stood for.  His departure leaves a vacuum until we see what position Nicky Morgan takes on key issues and how effectively she can argue her case with The Treasury.
The biggest question will be where this leaves the flagship Free Schools programme.  Whilst it seems unlikely that the Government will abandon a programme that is broadly supported by Labour, Gove’s departure will cause concern and uncertainty amongst Free School sponsors whose interest and support is fundamental to the progress of the programme and to the resultant construction spending.  As Free Schools have become more and more an effective mode of delivery of much needed school places, any blip in the programme could have the consequence of leaving children without school places in 2015/2016.
Gove was also a supporter of investment in repairing schools and removing the maintenance backlog, as announced in the August 2013 Infrastructure Statement which committed £10.3bn over the next parliament.  The construction industry will have to hope that that commitment will be retained by the new administration.

Construction output dropped 1.1% from April as private housebuilding stagnated

Britain's construction sector has suffered its sharpest slowdown for more than a year after housebuilding activity stalled in May, in the latest sign the property market may be coming off the boil.

Construction output dropped 0.8% over the three months to May from the previous three months, the biggest fall since October 2012, according to the Office for National Statistics. The more volatile monthly figures showed that in May alone, construction output dropped 1.1% from April as private housebuilding stagnated but public housebuilding grew.

Ireland's state-run "bad bank" has said its property holdings will allow it to deliver up to half of Dublin's housing demand over the next five years and ease concerns that a lack of supply could put prices on an unsustainable path.
